Do Bhutanese citizens need a visa for Vietnam?

Bhutan is not on the Ministry of Foreign Affairs exemption list (published June 30, 2025, checked October 2026), and it is not among the 12 countries added to the 45-day list by Resolution 229/NQ-CP, in force from August 15, 2025.

Some lookup sites say Bhutanese passport holders can stay 90 days without a visa. That conflicts with the Ministry's list above. Check the Ministry's table again and look for Bhutan: it is not on it.
