Do Montenegrin citizens need a visa for Vietnam?
Yes. Montenegrin citizens with an ordinary passport need a visa for any stay in Vietnam, and the e-visa is the usual route.
Montenegro's row on the Ministry of Foreign Affairs exemption list (published June 30, 2025, checked October 2026) is marked under Diplomatic and under Official/Service/Special, with a 90-day stay. The Ordinary column is empty, and Montenegro is absent from the later 45-day lists.
Croatia, which borders Montenegro, is among the 12 countries on the 45-day list under Resolution 229/NQ-CP, so the two passports are treated differently. For the general rules, see Do I need a visa for Vietnam?

Example in summer time: you order on Tuesday at 4:00 in Podgorica, which is 9:00 on Tuesday in Vietnam. Emergency arrives by 5:30, Super Urgent by 6:30 and Same day by 13:00, all in Podgorica time. Ordered on Tuesday at 11:00 instead (16:00 in Vietnam), Emergency still arrives by 12:30, but Super Urgent and Same day have passed their cut-offs: Super Urgent arrives on Wednesday at 6:00 and Same day on Wednesday at 9:00.

Visa on arrival for Montenegrin citizens
Montenegrin citizens can use visa on arrival only when flying into Hanoi, Ho Chi Minh City, Da Nang or Cam Ranh. You need an approval letter before you board and pay a $25 or $50 stamping fee at the airport.
It does not work for cruise ports or land borders. For most trips the e-visa is simpler; you can compare both when you choose a service.
Vietnam embassy in Montenegro
You do not need an embassy for an e-visa, which is issued online. For consular help, check the list of Vietnamese missions on the Ministry of Foreign Affairs website (mofa.gov.vn) for the one that covers Montenegro.
Tips for Montenegrin travelers
Two points catch Montenegrin travelers: borrowing the Croatian rule, and reading the exemption list as if it covered every passport.
Do not use the Croatian rule
Croatian passports allow 45 days in Vietnam without a visa. A Montenegrin passport has no such right, so a stay of any length needs the e-visa, even if a travel companion carries a Croatian one.
Diplomatic and official passports are different
The 90-day stay on Montenegro's row of the exemption list belongs to diplomatic and official or service passports only. A holder of an ordinary Montenegrin passport needs the e-visa, even if a colleague with an official passport enters without one.
eVisaVietnam.com is a private visa service operated by TK VIET NAM., JSC, not the Vietnamese government. You can apply yourself at evisa.gov.vn for US$25. If you want your files checked and a delivery time backed by a full refund, apply for your e-visa with us.
